Request for Proposals for Integrated Accounting and Property Management Software

The Housing Authority of the City of Lakeland (also known as the Lakeland Housing Authority or LHA) acting for itself and for its various instrumentalities and for its affiliate, the Lakeland-Polk Housing Corporation (LPHC), is requesting proposals from vendors to provide software to assist LHA/LPHC in the management of its finances and its operations both currently and in the future. Software services will address:

  1. Complete General Ledger Package
  2. Budget Management
  3. Purchase Orders
  4. Payroll
  5. Capital Funds and Contract Management
  6. Executive Reporting
  7. SEMAP/PHAS
  8. Materials Inventory, Fixed Assets
  9. Waiting List
  10. Section 8
  11. Public Housing
  12. Maintenance Work Order
  13. Bank Reconciliation
  14. Rent Reasonableness
  15. Personalized on-site training
  16. Reports with letter assistant and mail merge
  17. Resident Services tracking
  18. Website access (portals) for Landlords, Applicants and Participants
  19. Family Self-Sufficiency
  20. HQS and UPCS Inspections
  21. UPCS Handheld/Tablet Access
  22. Mixed Finance properties
  23. HAP, UAP, VMS, portability, tracking, checks, and direct deposits
  24. Chronological tracking of computer and user defined notes
If LHA’s current software (Yardi Voyager) is replaced as a result of this solicitation, LHA/LPHC will also require: full data transfer from the current software to the replacement software, implementation planning, implementation training, and on-going support of the software.
